Okay, I obviously didn't do enough "homework" to diagnose the problem. The bottom line, for anyone needing 0.4.3 API tool on their local machine, is that you should download dojo-0.4.3-src.tar.gz, unzip it under the htdocs dir of your apache2 server, and point your browser to http://127.0.0.1/dojo-0.4.3-src/api and voila! No problem. It just needs to be served, apparantly, but maybe not -- haven't actually tried it stand alone...nor do I care right now ... just to have a working copy for reference.

Does anyone know about the 1.1 API -- it's not in the contents of the tgz I got -- is it available for local installation?

Argh, I came along too late to download dante's tar file, and now that link is broken too! Is it available somewhere else now? I'm dying to be in the wonderful world of 1.x with the rest of you good folks, but for now I'm still stuck with 0.4.3, and I could really use that API documentation! Thanks for any pointers...
