why svn check out request username and password?

Non-anonymous checkout is reserved for committers.

If you're looking to do a regular checkout, use the http protocol (not https); this is should be open for all.

Secured checkout (i.e. https + user/pwd) is reserved only for approved committers on the project; please see http://dojotoolkit.org/community for more information.
